While wages for the average worker in New Hampshire
have fallen far behind the state’s rapidly rising housing
costs, the production of housing affordable to low- and moderate-income households has also failed to keep up with demand. Unaffordable
housing is destabilizing to families living at the margin;
it has produced rising levels of homelessness among the state’s
working poor; and it is raising concern within the business
community about the state’s continued ability to attract
and retain a skilled workforce.
The Community Housing Program
is designed to expand the supply of affordable housing — and
to keep it permanently affordable — by making loans and
technical assistance available to nonprofit housing development
organizations throughout the state. We fill critical gaps
in the complex system by which affordable housing is financed
and help community groups tackling their first housing
project get started. Program staff are also respected advocates
for low-income families on housing-related public policy issues.
The Community Housing Program provides:
- Pre-development financing to "core" borrowers
- Short-term financing to acquire building sites
- "Gap" financing at critical junctures in a project's
evolution
- Longer-term financing for special projects that are
unable to secure appropriate conventional financing
